Save Your money, and install either a Wilson Combat spring kit, or a Wolff reduced power spring kit and a little gunslick grease here and there.

Most Smith target revolvers have a superb action already, and a change of springs generally lightens it appreciably.
 
Go for the action job especially if the gunsmith is guaranteeing his work. Just changing springs will not help a .22 calibre pistol. If you make them too light you will have more misfire than you can believe.

I've done my own trigger jobs on a number of Smith and never had a problem getting a 5.5 to 7 lb 100% reliable ignition rate on any of them. My 617 was another animal all together.

You can stone up a few areas and make a smoother action but lightening the springs will only get you into trouble.
