If you're asking whether you can use the same small pistol primers to load 38 special and 9mm the answer is yes.
 
It may be different in NATO ammo, but a small pistol primer for your .38 special ammo will work fine.
 
If the packaging is actually marked 9x19 NATO it's very likely that these are primers intended for sub machine gun ammunition. This means that they will be QUITE HARD and may not fire at all in a revolver. I would suggest that you start hitting the local gun shows and pay too much for some CCI or Federal Small Pistol primers, because IMO you'll be wasting your money purchasing those primers for use in a 38 spl.
