For all those people that hate the idea of a law being passed to this effect, we could hypothesize that magic was involved. It's (hopefully) not any more ludicrous.
Let's say that a magic genie (is there any other kind?) granted you amazing shooting abilities. As good as Bob Munden and Jerry Miculek combined, but only with two calibers. Anything else and you can't hit the broadside of Manhattan. There now. Is that better? (Hopefully it's just as unlikely as the law being passed)
Well, it's kinda like the Affordable Health Care Act. I'm not really sure what's in the bill. We passed it, now we'll figure it out.

Sorry, this logic doesn't wash. The ammo is an integral part of the gun and therefore, protected under the second amendment as well. This has almost been tested in CA courts. The bill was pulled when they learned that the courts were going to rule as I stated above.Yes, and you can have all the arms you wish to bear. Just no ammo.
