My guess if they are plastic instead of glass; slide on grips for pliers. I once worked with an Electrician who, instead of asking for the pliers, asked for the Kleins.

If glass, they have to be some kind of insulator. That's vague enough, huh?

They may be usable. They're very stiff when new. They should be partially immersed in very hot (or even boiling) water for 30 or 45 seconds. Don't let the water get into the grip. Even then, they have to been driven on with a hammer. They won't come off.
