What kind of velocity is that load supposed to produce?

I used to use Bullseye a lot, but have gotten more nervous about how hard it is to spot an accidental double-charge in a case, especially when using a progressive loader, which I use occaisionally.
And I am very careful about my reloading technique.

In years past, I shot PPC. My go to loads were 2.7 BE under a 148 DEWC from 25 yards on in and 2.9 BE same boolit for the 50 yard line. Sometimes 3.0 from 50 if it was real windy. At any rate, Bullseye and the .38 Special seem to be a perfect match. Currently for general target loads, 158 grain Semi Wad and 4.0 grains on Unique have been working quite well. Just my thoughts....

4.0g of Bullseye under a 158g SWC is my favorite combo.

Never trusted myself with BE, make mine 4.9 grains of Unique. Much less likely to do a double charge. Saw someone else touch off a double charge of BE in a Model 10 years ago, wasn't pretty.

I use 2.7 grains of Bullseye behind 158 grain wadcutters exclusively for many years in my 52-2. Very accurate for me.
2.8 grains Bullseye is my choice for 158 grain SWC as well, cheap and functional. Only reason I've almost abandoned it is because nowadays I'm loading 170 grain Keiths with the same powder charge. I know I advocate for shooting similar ammunition to what you will use in the field for hunting, duty, self defense, ect., but those light loads of Bullseye shoot nice and are pretty cheap. Hard to argue wit the the fact I can load 2,000 rounds of 38 Special target loads on one can of Bullseye with powder to spare.
I have used a variety of powders over the years for 158 gr cast SWC
.38 spl loads including Bullseye. It's small flake size makes for consistent
metering but I dislike the fouling left on the gun and my hands. 3.7 grs

My Phelps press is set up with a fixed charge marked 2.7 BE. However it throws 3.1 of BE. I load cast 158 gr. SWC bullets and have an accurate load out to 50 yards. Never chronographed it.
During the 70's, 80's and 90's I competed in PPC, bullseye, pin shoots and IPSC. Loaded everything I shot in those disciplines with bullseye. Has performed well for me since 75, I just loaded up several thousand 38 SWC's charged with BE.

Anybody ever use Green Dot for the 148 DEWC or the 158 LSWC. A few years back during the ammo & reloading supply shortage all I has was Green Dot and 4.0 gr seemed to work pretty well.
