C&R renewal

Just got my notice to renew my C&R and the attached "instruction" sheet, item #6 states:

Applicants must submit a copy of the completed renewal to the Chief Law Enforcement Officer, CLEO, of the locality in which the proposed premises is located. Item C4 requires certification that the CLEO has been notified. Failure to supply the information requested in item C4 will delay processing and may result in denial of the application.

This is new as in the past it just mentioned you had to submit a copy to the CLEO, NOT that you had to have a certification of their receipt.

Just an FYI.

Must be very recent as I just did one in May, sent to CLEO via regular snail mail, not certified other than my signature.
Received the renewal in less than 3 weeks.
I haven't used it in many years except for the Brownells and Numrich discounts.
 
First off, why does Cleo need to know? Also, which Cleo? I have boro police, county police and the county sheriff who, under state law is the supreme law enforcement officer for the county.

I think that this might be an effort to get rid of C&R people because the Cleo won't respond and half the time, no one signs the certified receipt.

Needs to know cause they say so.
The County Sheriff is your CLEO.
 
USPO mail, Use either:
Domestic Return Receipt
or
Certified Mail Receipt

Difference is cost and the latter can only be attached to mail sent as 'Certified' of course.

CLEO ?..from ATF / NFA ..

There,,they cleared that up..

I've always sent that in to the County Sheriff's Office.
With a notation down in the corner of the front face of the envelope that said/says 'CLEO Notification/FFL'
or something close to that.

If they circular filed it,,so be it. I always kept a copy with renewal papers over the yrs (50+) and never heard any complaints from them.
 
It has been a few months since I renewed mine, but at that time the questions was whether I had sent a copy to the renewal form to the CLEO, which I could answer yes. They must have changed the renewal form since then if it asks for certification that the CLEO has received the form.

Perhaps certification means that you attest on the application that you sent a copy to the CLEO and attest to the same by your signature on the application rather a separate document?

That's how I took it when I renewed mine 2 weeks ago. They processed it in record time and I have already received the license.

How does FFL C&R get discount from Numerichs ?
 
I let my C&R lapse and I doubt I will reapply. In all my years on gun forums I have heard of maybe five first hand accounts of inspections by ATF. All of them went smoothly. But I feel like something has changed with Federal LE in the last few years. I don't see any benefit to elevating your visibility in this day and age.
Besides, the Golden Age of C&R collecting is over.

The common wisdom regarding CLEO was always, "If you called 911 from your home, who would show up first?" My local municipal PD is a half mile away so that's who I have sent my renewal notice to in the past.
