C96 Mauser Holster

This holster has been hanging around in my garage for many years. Aside from its being for a C96, I know nothing about it, and I have been unable to find anything on the internet that resembles it. It is unmarked, so it is not likely military. Possibly Police? Any opinions on its identity and possible value will be appreciated.

Looks like police . My Bolo had a brown one like that,but G.I. cut flap off for faster draw.
