I was watching an episode of Blue Bloods, a police drama with Tom Selleck as the police commissioner.

His love interest is a newspaper reporter who travels the country and the world. She is the target of an attempted murder. The commissioner is worried about her and she reassures him by saying:

"I have a Walther PPK. I know how to use it. I am licensed to carry it in 48 states. I won't leave my hotel room without it."

Now, is it possible to get a CCW in 48 states and New York City?

Anything is possible on TV. You would have to have some serious conections to get all 48 States.
 
If you are well enough connected to get a New York City permit (good in the rest of New York State as well) you would likely be able to get California too. New Jersey might be difficult, but not impossible. If you can get those three all of the others are most likely doable except for Hawaii and, of course, Illinois. (And, if you are Tom Selleck, you might even be able to get Hawaii.)

NY law does not specifically state Non Residents can't obtain a Permit/License to carry. California Sheriffs have a lot of latitude in issuing. Same with any other states like NJ and MD. A connected person might be able to do that. You and I couldn't but a really connected person could in theory. I would say the two states she didn't have would be Hawaii and Illinois. But it would take a really connected person and I mean really connected. Now if she is really good looking that would make a difference if I was the issuing officer.

Due to reprocity laws some states only recognize other states, but not all, and even in the different states the laws vary on how you can carry, but Floridas laws are recognized by more states, you can get a CCW in Florida even being from another state but a lil research before you travel to a another state would be in your best interest, you can even get a book containing all the CCW laws for all states, and know this check each state to know what you can carry as a CCW weapon, some only allow a gun nothing more but in Floridas case you can carry a multitude of different weapons, so check what you can and not carry in each state as well for the guys who like to carry knives, batons, stun guns, tasers etc.

Usually in states where they don't issue CCW's, as a law enforcement officer you can recieve permission to carry a CCW weapon within that state upon notification to the local authorities that you plan on traveling within that state, but you can always call the local authorities and get information on when exceptions apply on state county and even city laws, contact each branches appropriately. As a LE officer, or retired LEO, you don't need permission to carry in any state per the LEOSA (HR 218)

I like the show but just about fell out of my chair when that woman said that!!!

I yelled...the wife said WHAT??

I would have expected Tom Selleck to have argued with the producers about that comment!
 
It's television. Accuracy has nothing to do with it.

I saw the show and heard the comment but didn't even bother to try and figure out if it could be done. I just chalked it up to Hollywood writers that don't know beans about CCW permitting. It would have been more believable if she'd just said she'd been authorized a federal carry permit rather than the "48 state" comment.

I have performed numerous Bodyguard assignments. I always carry something a bit more serious than that.
But then again, I'm not Tom Selleck.

Correction: Selleck (Police Commisioner Reagan) carries a blued snub nose revolver on his hip. He's a crack shot and when his daughter was held at knife point he put a round through the bad guy's forehead from about 15 feet. I don't know the caliber or the brand.

The woman carries a PPK, a weapon I've owned and recommended often to people who don't like recoil. A nice gun that is easy to shoot accurately.
 
You're likely referencing the 48 state permit error but, for the record, there is no such thing as a "federal carry permit."

Who is allowed to carry in all 50 states?

I would imagine that the FBI, Secret Service and U.S. Marshalls can. What about Homeland Security? Who else?
 
Most Federal LEO's can.

Also, LEOSA qualified persons can...with certain limitations, of course.

The least restricted LEO's I ever encountered were Special Agents of the Department of Justice Office of the Inspector General. They quite literally could carry anywhere.
