Chicago laws

Like any other big city stay out of the bad areas of town and generally you won't find trouble. Go looking for trouble and trouble will find you.
In Chicago "bad areas" include:
  • the shopping areas of Michigan Ave.
  • downtown
  • the beaches
  • public transportation

Stupid law. Stupid, stupid, stupid.

Fortunately I have absolutely no need to go to Chicago, or interest in going there.

I wish your granddaughter all the best, and congratulate her on the scholarship.
I grew up there and still have relatives there. It's no place I like to go and definitely no place I'd like to stay for an extended period.

If you're not kicking back to the "machine", you just don't matter at all.

If you don't have "clout", not only do the "authorities" have no duty to "protect" you, they don't have any interest.

I will not suggest that she 'go to another school', or 'don't live in that city'. Most careers worth pursuing involve lots of sacrifices, and many times that involves moving to places we don't like. I had to live in Baltimore for 5 years while pursuing a doctorate at an R1 research university. I didn't like Baltimore, but there was simply no way I was going to forgo the opportunity to do doctoral research at one of the best places in the world. I understand your grand daughter's situation.

To the OP: isn't Illinois now 'shall issue'? What about your grand daughter getting Illinois residency, and then getting a carry license? That license should be good statewide. She could even live outside the city limits if that makes the permit application easier.

Congratulations to your grand daughter. The Art Institute is quite an accomplishment. Not to be passed up.
I have lived in or near Chicago all my life. My children, one of each, and grand daughter, have lived and worked downtown unarmed, by their choice, for decades, All without incident.
I don't know anyone personally who has.
A record number of violent crimes occur in certain parts of the city. Avoiding those areas is easy.
Your grand daughter will not become a ninja any time soon, but, she's already smart, so situational awareness, groups, and some pepper spray, should keep her safe.
So good luck to her.

If your granddaughter is set on Chicago, I'd like to suggest the Kimber Pepper Blaster II as a useful self defense tool. They are very effective. They are also very intuitive for anyone used to handling a pistol. The trigger is pretty much similar to that of a typical striker fired semi-auto. The grip angle allows easy sight acquisition in a hurry, or just point shooting. The shape allows for an easy quick draw without snagging.
I'm an active runner and cyclist living in a small town with lots of outlying rural properties, and have carried these pepper blasters for years. I have also used them on many occasions. They work!

Best Regards,
Jim

I have no experience with the device, but know they are openly offered for sale in IL.

The School of the Art Institute of Chicago, she will be living on campus.

the school's here all have student escort services so no student has to walk alone at night or evening on campus .. never walk alone .. and preferably with more then 2 other people .. ask at the school about areas and businesses a student should avoid ..

If you haven't already do teach her situational awareness and tell her to keep their nose out of their phone !! when walking the phone should be in a pocket or a woman's purse .. Pay attention to where you are .. who is around in relation to yourself !! you can answer your phone after getting back to where your going also driving and talking on a phone is illegal in Illinois .. when you can provide full attention to the call ..

Carrying a good tactical pen might be a good idea !! A tactical whistle can alert everyone to you and a bad situation .. but needs to be carried in ones hand not in a pocket under something where it would be hard to get to ..

Main thing to do is BE SMART !!

For commuting and traveling around in the city I would recommend an old german Tiger Tank! 56 tons of steel should protect her.

I don't need to read the Trib or watch tv.

I've worked the cases in Chicago and read the police reports and statistics. I've worked in locations in the city where you have probably never gone nor even heard of.

Those things are reality and more accurate than what you've seen by looking at limited and sensationalized reporting by the media.

Captain, can you give us the skinny on the details,
it might mean something to the rest of us here.

.

if so would be the smallest made PS , I have and carry the Police Size , if caught likely a penalty. I live in the Communist Dem O Rat controlled New Jersey

A stout walking cane or umbrella , beefed up for defense , might get by the long arm of the law....but who knows , even that is probably prohibited.
A large Bible may not be considered a weapon .
