The Colorado Legislature has sent SB21-256 to the Governors desk for signature. This bill repeals the 2003 CO Preemption Law which will allow any and all jurisdictions to pass any gun law They desire, even restricting those with CCW, and even not allowing CCW.

I'm pessimistic but if we stop doing anything we lose. You lose nothing by making your voice heard.

LEOSA has been the law of the land for 17 years. I will happily be a test case.

Yes, LEOSA passed in 2004. But it wasn't very long before 218 came along in response to pressures from state and local governments, and passing much of the regulatory control back to the states. Training, qualifications, and limitations vary considerably from one state to another now, and there are some places in which LEOSA is more theoretical than rule of law.

Some very easy ways in which to squeeze LEOSA into a corner might include:

1. more frequent qualifications (semi-annual instead of annual, etc)
2. higher scores to qualify, tougher range courses, day/night required, etc.
3. strictly limit range & training officers (no NRA, no retirees, etc)
4. large training and qualifications fees
5. annual medical examinations (perhaps open medical records)
6. annual psychological examinations (perhaps open psych records)
7. liability insurance requirements
8. location and area exclusions (state & local parks, 1000 feet around public or private schools, anyplace with liquor license, any public entertainment venue, etc)
9. prevent any agency from qualifying any retirees other than its own people
10. strictly limit handgun selection to a short list of approved models (all very high dollar, and frequently changing).

I carried regularly under the original LEOSA. When 218 came about and our state legislature started tinkering with the laws everything was up in the air for a couple of years. At first, they wanted everyone to go to Camp George West (CSP training facility) for qualifications. For a while they wanted every firearm to be carried listed by make, model, serial number on your permit, and annual range qualification with each one. For some time there were questions about instructor/range officer qualifications (CLETA-certified rather than NRA-certified).

Short version: they already have the playbook, and they understand that they probably can't kill it by legislation, so they will nit-pick it to oblivion with regulations, fees, paperwork requirements, general annoyance factors.
 
HR-218 is the bill that became LEOSA. Its not something that came later to restrict it.

Its been 17 years and its still going strong. If any of the restrictions you mention come to pass, I would happliy be the test case. I just don't see it happening.
