CAN A PERSON THAT HAD A SUSPENDED IMPOSITION OF SENTENCE FROM MISSOURI GET A CCW? HAD THEIR CIVIL RIGHT REINSTATED AND HAS BEEN OFF PAPER SINCE 2009,ALSO CAN POSSES,BUY AND OWN FIREARMS. WOULD FLORIDA OR ARIZONA WORK FOR THE PERSON? THANK YOU

In MI there is a well defined appeal process if denied. You might want to start with a bit of research online at your state site and/or have a chat with a city or state clerk or whoever manages your concealed permits...
(Make sure that you have all of your paperwork in order. Good documentation usually prevails.)

You'd have to consult with those states officials and/or a lawyer.

Most people here never had this situation. I dont even know what "off paper" means
