CPL Renewal in Michigan

It's about time for my first renewal of my CPL. In the application it states that I must certify that I "have completed a minimum of three hours reviewing the training taken for your original CPL".

Does anyone have a good way to do this? I don't have the materials any longer so I'm hoping there is something on-line or a mail order class I can take. I'd like to do something that could be verified if ever asked/audited. I'm not paranoid, but I'd like to do things right. Especially something as important as carrying legally.

The state of Michigan does not produce a renewal training syllabus or require a specific course of training. 
The applicant shall present a statement ( the CPL application form) signed by the applicant certifying that he/she has completed at least three (3) hours of review of the "required" pistol safety training course and has at least (1) hour of firing range time within in the 6 months immediately preceding the renewal application ..

So it sounds like if you go over a gun/firearm safety course for 3 hours and sign the application saying you did the requirements your good to go .. plus shooting for at least an hour all of this in the past six months to qualify .. reading any gun safety book or the manual for your pistols on gun safety I would think qualifies ..

The state of Michigan changed the law on renewal requirements effective Jan 1 of this year. We are no longer required to take the training course over, but the renewal fee has increased.

You can confirm this by calling the State Police in Lansing and asking for Deb Smith in the CPL Division. She is their "go too" person.

Hi. I pulled off a copy of the form and all that's required is that you self-certify your study time and range time. Kind of similar to showing up to vote without picture ID. Just sign the flip side of the voter registration form & you're good to go. Another example of self-certification.

Some of the county clerks do not understand the law. My county accepted self attestation while the adjoining county wanted a certificate from a certified instructor that attested to the three hours of review and one hour on the range.

You can't "review" something that you haven't first been exposed to. "Training" refers to the FIRST time taking the class, while "review" refers to doing the same class...but for a license renewal. The need for review has been removed from the requirements.

The form I was sent was sent in 2016 but my renewal is in early 2017 so things may have changed.

Couple points - self certify. I understand that I could sign a form and say I've done something that I haven't and in all likelihood, no one would know the difference, however, I would. I think if I'm going to certify that I've reviewed something, I should do that. Again, I know this is so very remote, but if you used your weapon, wouldn't it be nice to be able to substantiate that you did review something? As a practical matter, I'm not taking the high moral ground, but I think it's important to at least do some review in case some laws have changed and to just make sure you keep sharp on the rules. I don't think anyone on this forum would suggest that I shouldn't practice firing.

The comments about the review being eliminated are interesting. Apparently the renewal form has not caught up with the change. I'll look to see if there is a new form or some verification that a review is no longer required. It makes sense, because I found some local ranges that have review classes on their web site, but none were scheduled. Maybe they dropped them given the change.

I doubt most members of this forum fall into the category of those who wouldn't keep abreast of changes in their states firearm laws, or lack sufficient range time to "honestly" certify that they shot for an hour. However, the majority of those who have CPL's probably spend very little time doing either.

I will know for sure about the change shortly, as my license is due for renewal this year.

I've been a Michigan compliant NRA certified PPH instructor since 2002. No form or verified review has ever been necessary to apply for a renewal. You simply certify that you've reviewed the original course material for three hours.

There is NO SUCH THING as "verified review material". Understand that a lot has changed since I started instructing. We now have "castle doctrine", "stand your ground" and immunity from civil liability during a legal self defense encounter. References are no longer required on the renewal and county gun boards are a thing of the past. Renewal expiration dates now expire on your birthday.

Gun laws have also changed. You no longer are required to take a newly purchased firearm to your local PD for a "safety inspection" and certificates are no longer issued. You simply mail or take in the completed "Purchase Record" within 10 days. Our law defining a rifle or shotgun has also changed to coincide with Federal law. Minimum OA length is now 26" instead of 30". Guns with Federally defined minimum barrel lengths and OA lengths between 26" and 30" are no longer considered a handgun, can not be registered as such and can't be carried on a CPL (except those previously registered and grandfathered). They're now simply rifles or shotguns. Class three items are now legal to own (fully automatic weapons, SBR's, SBS's and suppressors) and legal suppressors may now be used while hunting. Rifles firing certain pistol cartridges may now be used in the the southern lower peninsula (shotgun zone).

Yes, some instructors and training facilities offer "refresher classes". If it makes you feel better, pay the $75-$150 for one. Very few people do that, since it's not a requirement and quality/accuracy varies greatly because there are no defined standards.

You can consider the time you spent researching the laws as part of your review. Spend some time reviewing your original course material and check out the information on the MCRGO site (Michigan Coalition for Responsible Gun Owners). They have sections that cover reciprocity, legislation, pistol free zones to avoid and CPL FAQ's.

I ended up buying a on-line review course. It was good for me since I do not have my original material (or at least I can't find it - I moved this year). I understand that a formal review "class" is not required. It was, however, helpful to have a structured review to go over. It also gave me a link that was helpful in that it put everything on line so I could just read at my computer. I'll download the material and links for future reference (I keep my computer files better organized than my hard copy stuff). Also, the MCRGO or similar link will find it's way into my normal reading material so that I can keep apprised of any future changes to the law.

FWIW, the class cost $60. I'm not sure, but I think it would have been hard to acquire the original course material for much less than that. Also, as I indicated, I appreciated the structure of the course to ensure I went over the right material. It was mostly a refresh of what I already knew, but there were a few new things that I appreciated gaining an understanding of. As for the quality, I can't say for sure, but it seemed pretty high quality. There were a lot of references (links) to the actual laws on the Michigan State Police web site along with a video that was very similar to what I recall from the initial class I took.

I have had a general CPL license here in MI since 1997. I can't believe it's been 20years now. All you do at renewal time is sign off stating you have reviewed the current training info and had a certain amount of range time since. It's easy. BTW I was the FIRST person here in MI to get a Taser and have it transferred to me the day they became legal back in September 2012 or 13. It was so confusing the dealer had to keep calling the MSP to get a clear answer on how to transfer it to me! Lol
