The controversy pivots around the two words "may" and "shall". "May issue" a permit places the burden on the applicant to prove the need for concealed carry in the face of a system that is weighted to say "no".. "Shall issue" means that anyone who passes the background check and the training requirements receives a permit. The Dem document included two layers of "mays" that are intended to thwart concealed permits entirely.

Good to see the floor in an uproar. It should be.
 
This is why citizens of Illinois should block every attempt to pass a carry law and wait for the clock to run out. They should hold out for consitutional carry.

I disagree. Take a lesson from the gun haters and get the law on the book for now, and change the wording later. Incrementalization is easier to get passed than a giant step. Some of the most damaging laws on the books were developed this way. It is about time to get some positive laws on the book in the same manner.

I think if the pro-gun elements of Illinois could have gotten “shall” on this first try they would have. Take what you can get and immediately start working on getting the wording changed to “shall” issue.

With the current level of gun violence in Chicago, I expect any concealed carry will make a dent in the crime rate and lay a solid foundation for expanding the law. Remember Illinois is where Chicago is located, and some of the most repressive laws in the world.

I hate compromise as much as anyone, but this just makes sense given the political climate in Illinois. By holding out, you risk sending the message that no one wants concealed carry and of never getting it at all.
