(13A) "Restricted pistol bullet" means any bullet designed for use in a pistol which, when fired from a pistol with a barrel of 5 inches or less in length, is capable of penetrating commercially available body armor with a penetration resistance equal to or greater than that of 18 layers of kevlar.

But it doesn't specifically refer to "Black Talons" type by name.
This could open a whole can of worms. A Thompson Contender, in .223, and it has a bbl of say 8", then according to that it would be ok???????
Or a Smith 29 in the 8 3/8" bbl. shooting "Black Talons" would be ok...
As far as the "Black Talon's" go, I believe they were so called banned a few years back because of their name being called "Cop Killers".
That's why Winchester changed the name to PDX1's..Basically the same bullet, with a different color..black vs copper.
I just happen to have a couple boxes of of the original "Black Talons in .45 ACP. And some of the newer PDX1 Defender in .45 ACP..both in 230 gr.
SO......Not only "Banned in Boston", but Banned in D.C. too!!!!
I sure am glad I have no reason to go back to D.C for anything.
