I have a nearly identical Victory. No markings beyond the bomb and a "p" stamped on the left top side just below the rear sight.

That would have shipped within a month or so of the other one here and under the same circumstances.
The DSC, the Defense Supplies Corporation, was one of a number of public corporations originating out of the government's New Deal efforts.
The DSC was put in charge of administering the distribution of war-critical goods within the US to non-military recipients, in conjunction with the War Production Board.
In late 1941 after Pearl Harbor, it took control of the distribution of handguns, which were restricted to authorized users. Those were primarily law enforcement, and defense contractors who needed sidearms to equip security guards related to increased concerns about saboteurs and spies.
They had to submit requests and if approved, pay the DSC, and the DSC would then place the order with S&W or Colt to be shipped to the end user.
Attached: examples of a DSC advertisement, a DSC-lettered gun and a copy of the original DSC order to the factory.
