What the heck? Does this apply to all semi autos?

It applies to all semi autos that are not on the "list".

S&W announced months ago that for the most part they are exiting the CA semi-auto pistol market and everything except for the Shield M&P's and SDVE pistols are being allowed to expire from the roster:
"Unless California changes its position, all M&P pistols other than the M&P Shield, will fall off the roster by August, 2014, due to performance enhancements and other improvements we have made to those firearms. This includes the M&P9c, which has fallen off already and several other M&P models that will fall off by the end of this month. Other models already have fallen off and will continue to fall off for the same reason."

Currently only 1 M&P full size model is left on the roster (M&P 9 - Mag Safety SKU 109201), and it expires on 8/16/14.
Ruger also previous announced the same action, except all Ruger semi-auto pistols are affected and will be allowed to expire off of the roster.
Don't know about what Glock is doing.
I carried my Glock 19, my favorite gun, until I bought a Shield for summer carry. Love the Glock, but the shield is the better carry gun. Best shooting single stack I tried.
Please explain this. If you're of the opinion that these guns are so worthless, why are you here? If you're not a fan of these firearms, fine. I'm not going to try to talk you into it. Please enjoy the rest of the forum and leave us to discuss the guns we enjoy in peace.Based solely on the comments I have read on this forum, I would never in my life make that switch, and it is possible that I will never buy an M&P, Shield, or any other polymer framed S&W Glock copy. Again, this is based solely and primarily on the information I have gathered from this forum.
I shot a G19 rental among several other diferent types of pistols before purchasing my M&P.
I just could not get used to the grip angle. The srface of the frame lacked 'bite'. I disliked the plastic guide rod, the plastic sites, and polymer maazines. The lack of a beavertail with a high grip was a problem for me.

It's not about a particular gun. It's more about where we spend our money.I just don't get brand loyalty in this day and age when it comes to particular guns.
To stir the pot even more, my FNH FN-S's are the best full sized 9mm's made.
S&W doesn't make anything that compares to the G19 IMO. Glock has nothing to compare to the Shield. That's why I own both.
