Back in the day when many houses in my rural area lacked indoor plumbing, we were driving cattle past one of those places. Friend roped the outhouse and pulled it over with a person inside. He was not happy. Friend was lucky to get his rope back.
 
Feel bad for the LEO that had to transport this dude. Most Port-a-Potties have a padlock hasp on them, one of the golfers could have stuck something in it to trap the guy in there. I attach a golf towel to my bag with a carabiner clip as many golfers do. If something like that was not available they could have just parked a golf cart against the door. Cudos to the golfers for holding the guy for the cops, but seems they made a big mess for no reason.

I was thinking a bungee cord would have been sufficient.
 
I had to bag a guy with a commercial grade garbage bag before transporting for a similar condition. Had to bum a bag from a local business with non English speaking employees. Getting the message across was a bit challenging. A hole for the head and on it goes. Saved my car. And my nose. Actually wasn't the first time I had to bag a bad guy I'd bagged.
 
If I were the arresting officer, someone would be going for a swim in the water hazard before transporting.
