I'm a retired member of IACP, and their stance has been that they do not support a nation-wide CC permit. They are of the opinion, and I agree, that local jurisdictions, whether state, county, or municipal, should determine who gets a CC permit. IACP did support the original legislation for the Law Enforcement Officers Safety Act, signed by President Bush, and the improvements passed this year and signed by President Obama. I have never found or seen anything, and I've looked more than once, that shows IACP to be "anti-gun" or against legal civilian ownership of firearms.
How can you agree that one person (police chief, in most cases. Sometimes a judge) should be the deciding factor in who gets to carry a weapon? In NY, where i used to live, some counties are "must issue", and others are "may issue". If you live in a "may issue", some judge gets to interrogate you as to why you need a gun. I'm retired LEO, as well, and a friend of mine and I both got our carry permits together when we retired. I got a pro-gun judge who stamped my permit without any questions, my friend got the anti-gun one, and he was constantly questioned why he felt the need to carry. In the end, he got it, with the comment "you're only getting this because you're retired law enforcement, although i still disagree that you need it".
