Back when St Helens blew and filled the air with ash and there were no masks to be had, people were making their own out of coffee filters. They worked pretty well IIRC.
YouTube has numerous videos on making home-made masks, some designs are very clever. My favorite one is made of a single sheet of paper towel and two rubber bands (plus a paper stapler) and takes about 20 seconds to make. It looks like it would be very effective and of course cheap and disposable.
If you've ever ridden motorcycles in colder climates, you might have one of those thin under-helmet balaclavas. A friend converted his: cut off the top and you're done.
I did the same with a cotton beanie. I cut off enough of the top fabric so I can get it over my head upside down, and then pull the elastic hem up over my nose when needed. Much sturdier than that paper-based stuff that tends to rip (at least my attempts did).
