Stories of first Al Quaeda and now Isis training for attacks on American civilian targets go back to before the invasion of Iraq. Before that, they surfacced in the first Gulf War and back during the 1980s terrorism scare.
Generally the fear of such is used as an excuse to push through additional internal security measures, like our old friend the Patriot act.
If there were a "terrorist" attack against a "soft target" in the United States, the sort of thing of no true political value or strategic importance, yet sure to enrage the population, my first suspicion would be to question who was actually behind such an attack and who would actually benefit from it.
