Is my old 38 Special a C&R? Its serial shows it was made in 1930.

A firearm becomes C&R eligible once it reaches 50 years of age.
That one's been a CRFFLer over 40 years already...

It's in the regs. Do you have a C&R Type 3 FFL? If so, then the ATF sent you a copy of the regs.

Title 27 of the Code of Federal Regulations states:
To be recognized as C&R items, firearms must fall within one of the following categories:
Firearms which were manufactured at least 50 years prior to the current date, but not including replicas of such firearms;
Firearms which are certified by the curator of a municipal, state, or federal museum which exhibits firearms to be curios or relics of museum interest; and
Any other firearms which derive a substantial part of their monetary value from the fact that they are novel, rare, bizarre, or because of their association with some historical figure, period, or event.

A Type 9 FFL is for destructive devices and would have nothing to do with the aforementioned gun. It would be covered by a FFL03.
Can I ask where you found a list of manufacturing dates for these old pre-WWII S&Ws? If you share the serial number, we can give a close estimate of when it was shipped. The serial numbers between 300,000 and 350,000 would have likely been those shipped in 1930.
