LAPD Model 68

Were the Model 68's sold direct from the factory to the individual officers or did they go thru a local dealer or the academy store or something of that type? I realize that there were ones that were to be used and others that were commemoratives. Also, what are the values of both types?

I am pretty sure these were department issued so were transferred through an outlet. Guns were not shipped directly to individual officers (I assume this stopped with GCA 1968). The department ordered them and they were transferred through a dealer or department supply.
