Legal Advice Needed- Attorneys please

Situation facts:
24 year old first time mother from Dallas. At 20 weeks fetus (Child) diagnosed with Spina Bifida. Needs corrective surgery in womb. Surgeon located in Houston. Mother and child travel for procedure. Complications mean child must be delivered 16 weeks early. Child is now 12 weeks old in Houston NICU and sliding downhill.
Mother wants to be in Houston if only to be with child when she passes. Mother's family is completely out of money. Mother has been sleeping in her car for two weeks.
Mother was staying in Ronald McDonald house, but they told her that there were other more critical family needs. Color me cynical.
My problem:
My wife works for this young woman's large medical insurer. This is a case of one of her case workers. This means HIPAA won't let her give out names or particulars, and can cause all sorts of other problems. I would like to know if there is some way for a gofundme page can legally be set up. by a third party.

I AM NOT ASKING FOR MONEY!
Even if someone were able to contribute to me I couldn't get it to this young woman (Back to HIPAA).

I am also not asking for opinions unless from an attorney.

I am asking for prayers for comfort for this young mother and her baby.
I am a former EMT. I'm no stranger to attending to death and suffering, but this situation has touched me deeply. I would like to see some way for this mother and child to have their hardship eased a little.
This web site has a tremendous brain trust. I need answers if any are available.
I reaally need legal advice ASAP.

I'm sure your heart's in the right place, but I'm not not sure what your legal issue is. You admit you can't identify the person and have no way to get funds to her. The folks at GoFundMe aren't going to let you set up a page to raise funds for an unidentifiable person. Presumably the hospital would have social worker that might be able to direct her to somebody for help, but you have no way to tell her that.
 
I agree that your heart is in the right place, but I question the wisdom of seeking legal advice on an internet forum. Unless the baby's family seek competent legal advice there is not much any of us can do, especially not knowing a name & address to send cards or contributions to.

No, I'm not a cold indifferent person. I have a great-granddaughter with spina bifida. It is a tragic condition.
 
in most places, legal aid is available to indigents just for asking.
most lawyers do some pro bono.
she can get help, but she's gotta ask.

also, the hospital should have someone who can point her in the right direction.

Suzie, it turns out that the hospital dropped the ball completely and financial resolution involved shepherding some obscure paperwork through channels.
I wish that there could be a positive prognosis for this woman's baby.
I also wish that I could name the insurance company involved in such a positive way but my wife says that would probably violate HIPAA rules.

No, I am not a lawyer but "worked" a lot with HIPPA. If your Wife disclosed this information(name, condition insurance etc) to YOU. She violated HIPPA and could be fired from HER job. If she didn't, then never mind.Just saying.
 
I'm not a lawyer, but I watch a lot of shows on TV that have actors playing attorneys in them. Just pray for them and stay out of it.
 
I'm not able to do much, because I do not understand all the circumstances. I will say this. They are in my prayers and their is power in HIS name.Best to you and yours, TH (Brian)
