No. The 4.5" barrel excludes it from the CCP division. Possibly some of the other overall dimensions as well. As silly as it sounds, the CCP class was pretty much set up for the Glock 19. The 19 is pretty much the largest handgun that would qualify for that division.

The 15 rounder in the compact M&P does fit the box.
When CCP Division first came out, many of us thought they just measured a G19 for the box.
When they first came out people cried it was too small and should have been G19 size. I don't shoot IDPA either but the original was too small. Grip was too short and adding the pinky extension made it the same length as my G19 which then made no sense to buy. I certainly wasn't disappointed it was just not for me.Okay, thanks, so maybe that is the reason for its growth. But it sure is disappointing to me, and I'd imagine others. I was looking forward to getting a 2.0 M&P Compact that was as compact as the 1.0. This 4" barrel gun will not work for me. And even if it did, since I don't shoot IDPA, I'd just get the full size 2.0 since they're so close in specs anyway. Hopefully, they'll come out with a true compact 2.0 model down the road, instead of just a G19 imitator.
I would bet this is going to be an additional size option, not a replacement for the current 12 round compact which everyone else would call a subcompact. Those wanting a smaller 2.0 that size probably just need to wait.
From the pic's posted, they don't even brand this one as a "C", do they?
