M&P15-22 Performance Center Questions!

I just bought a Performance Center M&P15-22.It is going to live in NY state so it had to be NY compliant! The only thing I could not get I really wanted was an adjustable stock.I was hoping the grandsons could get a early start on shooting with a rifle that fits.
I did a lot of reading and I am sure I got what I wanted, a 22 set up to mirror my Bushmaster AR15 varminter. I am also adding a Nikon P-22 2-7x32 BDC-150 scope to match my Nikon M-2232.5-10x40 BDC-600 scope on my AR-15. These are great scopes and priced right.
Now for the unknown and some questions to fill in the blanks.
1. Can an adjustable stock be pin (permanently), and be NY state compliant?
2. How easy is it to change stocks?
3. Who makes the 2-stage trigger in the Performance Center Model?
4. Vltor makes the stock but who makes the Quad Rail hand guard?
5. Is the barrel floating and/or will stressing the Quad Rail interfere with accuracy?
6. How good are the front and rear Iron Sights included and who makes them?
Now moving onto ammo for this M&P15-22, and a few more unknowns. I know CCI Mini-mags would be great round (I use them in my M&P 22), but I am looking a two other quality rounds (I think).
1. Is the CCI Tactical Ammo in bulk (375 rounds), equal to the CCi Mini-mags in reliability and accuracy?
2. The new Winchester M-22 ammo is designed for AR style rifles. You can get 1.000 rounds for $50.00. How reliable and accurate is it? I can not find any reviews or anyone with experience using it(too new?).
Ok, time for you guys to start filling in the blanks and adding to everyone's education.

As for your question about adjusting a stock, then pinning it to be NY compliant, I know it can be done. Someone will chime in on how that's done.

Yes. Someone who has done this before (there are quite a few) will be able to tell you how to unpin and then repin your stock where you want it.
2. How easy is it to change stocks?
With an unpinned stock, very easy. Once you get yours unpinned, you just have to take the adjustment lever and pull it all the way down and slide right off. Just make sure you pin whatever one you put on.
3. Who makes the 2-stage trigger in the Performance Center Model?
I have heard it is a Rock River 2-stage national match. Very nice trigger.
4. Vltor makes the stock but who makes the Quad Rail hand guard?
Same standard polymer quad rail made by S&W that is on all M&P 15-22s.
5. Is the barrel floating and/or will stressing the Quad Rail interfere with accuracy?
It is free floating if you remove the end cap. Putting a lot of stress on the handguard will throw off your sights (because they are attached to polymer rails). However, I have never found this to be an issue unless I was purposefully trying to bend my handguard to see how much it would take.
6. How good are the front and rear Iron Sights included and who makes them?
I have heard Mako makes them, and I understand that they are pretty decent sights. (I had a MOE, so I have never actually used the standard sights from S&W). I do like that it is a standard A2 sight.

Reverse-I need to make my fixed adjustable

I purchased an S&W M&P 15-22PC.
I thought it had the adjustable VLTor stock but it is the fixed one.
(I got item 170337; I wanted item 170335).
It has the adjustable stock on it BUT it is pinned somehow and I am trying to figure out how to convert it back to adjustable.

Answered myself... It was actually quite easy. Remove stock sides, remove pin, voila! All done!

I assume the sights on the PC model are fixed and not folding? Is it possible to mount a scope without removing the existing sights (and getting TOO high)? I like the idea of the (probable) better accuracy and trigger with this rifle, but don't want to give up switching from scope to iron without rezeroing.
