The "Rental Hair" meme made me think of this.
It is a C major chord written with ridiculous flats and a sharp so it's impossible to read without figuring what the notes really are. The notes are C, E, and G, but disguised as B sharp, F flat, and A double flat.
Oops... That was just a bit too esoteric.
(And I see Neal has mercifully beat me to it.) It's your basic C major chord (C - E - G) but notated "enharmoniclly", ie using nearby notes modified with sharps and flats: B-sharp (=C), F-flat (=E) and A-double flat (=G).
Enharmonic notation has a legitimate use, but spelling good old C major this way is simply ridiculous.

Oh, but you are quite right- it IS gibberish. Mind-bogglingly hard-to-typeset, utter gibberish, completely unplayable. The product of a mischievously feverish imagination. The composer, John Stump, was a music engraver.
