Unlike most gas station pumps, all of the charging stations I have seen have been "uncovered". During a pouring rain who wants to get out of their vehicle to plug in"?????

Those ones must be new as none seem to have been vandalized. Here in BC the gov't has announced that they will be putting in charging stations every 150 km (~93 miles), which will be great for the EV crowd, as long as they all work.

We've got those here. Every few weeks my next door neighbour has another neighbour, her 3 kids and me over for burgers. (I have wonderful neighbours.) Gretchen has two in-house Roombas (Frankie & Stella) and Tanya has Tessa, Tilly and Kuma and of course the whole lot turn up for burger night. Pre-washing and cleanup are a breeze
