YIKES!!! That 27 is among the most beat up I've seen. It looks like it may have gone through a house fire causing the rust, and then had a chain wrapped around it and drug behind a pickup on a gravel road for 500 miles..... What a shame to see a 5" 27 in that condition!
I'd still have it checked out completely for any mechanical difficulties, shoot a bunch of mag ammo through it if the bore and cylinder are OK (they could be as badly pitted as the frame), then re-evaluate any cosmetic improvements you'd like to do with it.
