Finally got one picture to upload
The finish on the frame around the barrel looks unusual. It could be the lighting(?). The cylinder obviously doesn't match. I just looked at a 28-2 in like new condition and I see no serial number on the cylinder of what I'm fairly sure is an original 28-2 with the original cylinder. You might look for a serial # underneath the ejector star on the cylinder. If there's a serial # there and the #'s don't match you have your answer, i.e. a replacement cylinder (i.e. a Frankengun). I have seen a LNIB model 28-2 with B++ finish marked on the box and the gun looked as polished as a model 27. nawilson posted a suggestion the cylinder was from a model 27 which I would tend to agree with but it could also be a polished model 28 cylinder or the original cylinder polished after the gun was purchased. Are there refinish stamps on the right side of the butt frame? I imagine this mystery would be about impossible to definitively solve. Anyways, $650 seems at least $150 too high for that particular gun.
