Guess it depends on whether you consider the extra features worth the money. Considering how much it would cost to take a standard 640, cut dovetails, add night sights, and cut the cylinder for moon clips, I would say it is worth the extra money IF you value those upgrades or have need of them.
In my case, my eyes have gotten to the point where I don't see standard J-frame sights very well, and I was shooting 5-6" groups with them at 7 yards. With the 640Pro those groups have shrunk back down to the 2-3" I used to shoot when my eyes were younger, and that's thanks to the sights on the 640Pro. I'm a lot more confident with the Pro than a standard J-frame because of this. I'm not a big fan of moon clips, but I've had enough cases stick in the chambers of other short barreled revolvers to appreciate that the first cylinder full of empties is all going to come out with one whack to the ejector.
The 640 Pro is worth it to me, and the two I have are the only J-frames I have left now.
Mine came with 3 moon clips each, and the triggers were very smooth right out of the box.
