In commenting the routine and mundane, I considered as an example the thousands of routine traffic stops LEOs make every day, year in and year out.
Then, it's officer down and possibly dead. The police tighten up, get more alert until down the road after a few dozen, hundreds of stops, it's all routine and mundane again.
The example of the air marshals is such a perfect comment on the whole concept of protective services.
Right after the attempt on Trump, I commented that the job of a SS agent has to be miserable at times considering the hours, the travel, the uncentainty of ones time off, home life.

Tulsi Gabbard had 3 Air Marshalls watching her on flights. Extra scrutiny from TSA as well. She's not exactly your everyday terrorist/highjacker.

You should know what the parameters of the job is before you sign on. Which I would believe they do.
My BILs father (Major, State Police) years back was head of security for a well known NY governor. He kept changes of clothes in his car as many times things things happened fast and he had to be ready at all times.

The perp had explosives in his car. One of the congressmen, a former SEAL, who saw them, said that the 2 devices were sophisticated. How does a 20 year old build such good bombs? Remember, he has no social media footprint. No searches for this. There is more to find out here.

I have so far seen nothing that provides any details about Crooks’ alleged explosive devices that has described them as anything other than that they were “crude devices” in “paper tubes” that probably “could not have been detonated.” Is there any published credible descriptive information about their construction available? If so, I sure can’t find it.

You mean he had no social media footprint he wanted found.
A cheap laptop/tablet for $300 and any open WiFi which are everywhere, and if he tossed it before the day of the shooting, there would be nothing found.
My state has a militia group who had a couple members take down a federal building two or three decades ago. It isn't that difficult to join from what I've heard. This clowns state might have similar.
It wouldn't surprise me if he was an FBI puppet, they could have set him up with some fancy stuff, similar to the brain dead clowns they talked into "planning" the kidnapping of my states governor. That was all over the news here a few years back, and I highly doubt it was a one off.
I'm sure there are other reasons, maybe others can add.
Maybe the same way the illiterate 17 year-old Somali who made this secondary device did. His primary devices went off and killed 9; this is a secondary intended to kill first responders. Identified him through latent prints and touch DNA on component wrappings.
I'd show you his picture, but it would violate forum rules...it was no trouble getting confirmatory DNA from him after his final arrest.

I think the materials in that pic are a bit easier to get in Somalia than in Pennsylvania.

Most 20 somethings can run rings around most of us when it comes to computer security. Clearing browser and search histories is simply done, either with the browser's own facilities or any number of free programs. Throw in a good disk defragmenter with a free space scrubber and 'Hey Presto!' no search history, no social media footprint.

It's much easier to learn how to build bombs than it was pre Internet. When I was in college, it was "The Anarchists Cookbook" that was the hot thing for those people.

I think my 16-YO grandson knows more about all the computer tricks than Bill Gates knew about Windows. Lots of information on the internet regarding completely shredding your search history so it can't be retrieved. Apparently all sorts of privacy software is available to destroy every trace of your computer activity history. Remember Hillary and Bleachbit? There is probably now a super-bleachbit software package which is much more powerful than Hillary's. I know very little about Tor and the Dark Web, but if you really want to hide your activity, that is the way to go.
