Newby here, I purchased a used model 64-3 has a weird serial number. How do I tell its history?

A CAY serial number can't be any older than 1995, so, as dusty3030 noted, it is highly unlikely that you have a Model 64-3. -3 production ended in 1988.
 
IIRC, S&W fooled around with a form of dot matrix punch-engraving of the serial numbers. Nice and neat, like S&Wchad's pic or, not so neat as below (from around 1993)...

Going from memory (which seems to be failing me more frequently these days), the ATF was somehow involved in S&W's abandoning this method.

Had a chance to pull some stuff out of the safe and look. I’m thinking OP probably has a 64-5 later 90’s vintage

I’ve got a 64-6 that is frame firing pin, no lock and has crisp what I presume laser engraved model and SN

My 686-5 frame mounted pin but no lock has the punched looking type relatively neatly done.

My 14-7 same thing punch type markings but these are sloppy. Frame mounted pin no lock.

Are you sure it’s a -3 and not a -8?
Is there a firing pin on the hammer face or is the hammer face flat?
Does it have a lock above the cylinder release?
Firing pin is on the hammer face, no lock. I was told it was a forest service revolver. I will get it out and double check manana. Thanks. Also will take a couple of pictures.
 
It is a 64-5. Will take a couple of pics as soon as I can. Number is inside the crane. Also has a lanyard attachment. I also have a model 15-4 and a model 67 no dash I will be checking. Thanks again.

Here are some pics. I couldn't find my good camera. Top to bottom686-8BHB804XX, 64-5 CAY24XX, 67 no dash DA only 6K70XX, 15-4 99K86XX. Last is a newer 610 with all the lock crap and flat hammer.
