From your comment, I understand that you doubt the 17-3 was refinished at the factory.

I no longer have the gun nor the letter, but as I recall, the gun shipped less than a year before the rework date shown on the grip frame to a dealer in North Carolina.

I doubt that a bubba would have bothered with a rework date, R-N stamp, nor the Star on the barrel and cylinder which all point to factory work.

But maybe "bubba" got hired on at the factory?

Many, if not most of this era revolvers are in great condition, near new with polished steel surfaces still perfect, so removing the blue and nickel plating needs no heavy buffing. Remove blue, light buff and into the nickel bath, so no evidence of refinish should be found if plating is done properly.
 
Finally figured out how to post pics. Complete factory redo of a M48-3. I wonder what it was originally? Not going to letter it.Big Larry

It has the date of the work on the grip frame. I cannot remember if it has a RN. They serialized the bbl. and cylinder and both have stars. The stocks appear to be rosewood and have the later speed loader cut. The bbl. appears to be a M53 bbl. Fully nickeled red ramp. no pins showing. Beautiful revolver. Big Larry
