OK Texans this is the Bill to Support.

The thing is, TA... Republican control is the only way these Bills have gotten as far as they have (or have you simply not paid attention in Years gone by?)
If the Republican Party probably isn't going to back other Republican candidates to run against Republican Incumbents, the only other way to get rid of them, is 'Recall'. If that happens, it leaves the doors wide open for a united democratic Party to split the Republicans and we're right back to where we were prior to the last election.

Now... If we could gain MORE Republican seats... ;) :)

I agree if they are really Conservatives. We have a bunch of politicians that call themselves Republicans, to get elected and raise money. I'm sure the Police unions are putting up some money. I'm just about sick of the game they are playing. Lt. Gov. isn't doing anything to further the cause and the Speaker should have been run out of the State a long time ago. Can't believe the House and Senate would cave to a bunch of PoPo. Haven't seen a criminal on Houston TV that carried their weapon in any kind of holster. If this falls apart I am just going to start shopping with my AK on my shoulder. Is that what a PoPo would want?
 
Well Boys,

As I can see it from here....The personal carry of a defense firearm (concealed or openly) has been opposed
by Chief(s) of Police across the country from time to time.

It's not about public safety, it's not about political correctness.
Those in the upper echelons that serve the public by enforcing the laws of our land,
do by and large have a feeling of elite-ness...."We're the police, we'll do all the gun toting around here.
No wearin your sidearms in town there cowboys!" kinda mentality.

Some police say, "It's about officer safety, make our job easier, etc...."
Well, I'm all for officer safety, I'm all for higher education and better training for our law enforcement officers.
I'm also in favor of more common sense in training.

As a concealed carry firearms instructor, I have long advocated in-service training for our officers when
interacting with the lawfully armed public. Not everyone is a threat,
not everyone we deal with is the 'boogeyman', not everyone is a criminal, drugie, or Fugitive from Justice.
Not everyone, going about their business, 'needs to be checked out'.

It's long been common knowledge, that criminals don't use holsters, just how would it look for a criminal to get caught wearing a empty holster after ditchin his gat whilst fleeing his latest felonious act, I ask ya?

Oh, I know all about paddle holsters and snap on straps and such....It just don't take place often enough to even consider.

What it all boils down to is....When seconds count, we the popo, are jest minutes away.
Stand yur ground and hold whatcha got till we get there to save the day!
(we'll bring the yellow tape and chalk)

In closing I'll leave these points to ponder....If open carry makes one a target for a criminal,
does concealed carry make one appear as prey to the same criminal???

If open carry taunts the police, does concealed carry bait the mugger???

Since "a watched pot never boils", I'm going to TRY and not monitor the TX Legislature site as much as I have been.

Hopefully the 'Committee' will do the right thing and get these Bills passed.
 
I hate to burst anyone's bubble, but until fairly recently, Texas wasn't all that hand gun friendly at all. Concealed carry was illegal until 1995, when GW Bush was Governor.

The binding signage, training requirements, and restrictions, are far more onerous than in MA or other "liberal" states. A lot of that improved when Rick Perry was Governor and I expect Greg Abbot will do even more.

I wouldn't be surprised at all to see Open Carry die in the Legislature this year. That it made it this far is actually encouraging.

Strange things happen towards the end of the legislative season. Deals are made, bills that were dead are brought back to life, bills that seemed ready to breeze through suddenly get sent to committees to die.

If it doesn't pass this year, it will be back next year. And the next...

What do you realistically expect...that every pro-gun or pro-Second Amendment piece of proposed legislation is just going to sail through the legislature (any legislature) unopposed with no amendments attached, no changes in wording, no arguments? Don't hold your breath, even if it is Texas.

Well... If this means that it gets to move on to the Gov's desk for signing, it's better than not getting anything at all (again).

Once it's Law, we can move for further tweaking.... Remember After All, that HB910 (and SB17) are really nothing more than a major rewrites of the Current CHL Law, right? ;)

Also... Once this gets signed, they/we can pursue Constitutional Carry. :D
 
I'm glad it passed, even if it has that provision in it. Of course we'll have to wait for the final bill to be signed to know exactly what is required of the police and open carriers.

Another question is if it applies only to Texas CHL holders or if people who have licenses from any state that Texas recognizes can open carry?

While I am glad that our elected Representatives and Senators got a form of Open Carry passed, the true prize is Constitutional Carry. With a clear majority in both the Executive and Legislative branches, I feel as though our current conservatives let us down. It should not have been a struggle. It has taken 4 sessions (8 years) to get a watered down bill. The leadership in both Houses is lacking. I lay part of the blame at the feet of the NRA and TSRA. I have spoken numerous times with Alice Tripp and it is always the same answer… the TSRA is only interested in pushing the NRA's agenda. Campus Carry seemed to be the NRAs want to pass bill this year, as they could then take that momentum forward to other states. The NRA only got behind open carry when campus carry was on life support. They gave it lip service but that was about all.
As more and more of Texas becomes Liberal urban areas (Houston, Dallas…Ft. Worth, San Antonio, Austin), there is little time to waste. Just MHO.
 
While I understand what you say, I have to strongly disagree. This position to me is being submissive to the thought that we have to EARN our Constitutional right. This says we've allowed "them" to put the burden of proof on "us".

Wrong place in the line IMO.

There ARE constitutional Carry Bills that were drafted this session. None of them even made it into committee. SB 17 and HB910 were (major) modifications to the current CHL Laws that we've already proven over the last 20 Years.
It has taken 4 sessions (8 years) to get a watered down bill.

... and through 3 of those 4 sessions, this is the 1st session where the 2A legislators had a majority... AND no longer had the '2/3 majority vote' rule. If the 2/3 Majorty had still been needed to pass, it probably would NOT have made it this time, either.

NRA and other lobbyists are like TV commercials. People don't have a need to run commercials if their business is thriving. It would be a waste of money. They run ads when they need to boost sales.
Likewise... NRA doesn't need to push for support of 2A Bills that are doing okay on their own... It would be a waste of money. They need to push for support of 2A Bills that need help (a boost in sales).

Campus Carry is just as important as Licensed Open Carry, or Constitutional Carry. People seem to think that Campus Carry is going to allow 'Kids' to bring guns to school, but it doesn't. It allows Adults with CHL Licenses to continue to carry on Public (not Private) College/University campuses and not be required to leave their CCPs at home. This covers Adults returning to Academia to acquire Adult Education, Finish their Degrees, or acquiring secondary degrees... Not just 21-24 year olds.

Don't think that just because this Bill passed, that stronger Bills (like Constitutional Carry) won't be presented Next Session.
