This is wide spread in PA. Several of the counties bordering NY and NJ will not issue to non county residents.
I don't know that it's against the law, if you do could you please cite the statute?
I got my original in Berks County in 2017. When it came time to renew, they had changed the policy to not renewing or issuing new permits to non county residents. I ended up renewing (technically a new) in Wyoming County. Sent the application in by mail, got a phone call to schedule an in person appointment, went and got the permit. Nice folks.
Long drive though, five hours each way.

It's actually not his decision to make, he's violating Pennsylvania state law by not issuing NR permits. I'm guessing no one has challenged him on it yet and just accept his decision.
