Please Help ID a Box Serial Number

I have a box for a 4516 .45 pistol the end label says "Special" under Features and a Serial Number of: USM0041. The Special Order Number is 2604. Can anyone help me ID this serial number?

No gun but I am looking.

I think the box might be for a U.S. Marshall 4516.
