Some psychologists put 4 chimpanzees in a cage. In the center of the cage they hung a bunch of bandanas from the roof and placed a ladder under them. Then every time a chimp tried to go up the ladder they hose all the chimps in the cage down with a fire hose. Pretty soon none of the chimps would go up the ladder and if one did start for the ladder the rest of the chimps would beat him up.
They, then replaced one of the chimps with a chimp that had never been in the cage or hosed down. When he started for the ladder he was attacked and beaten. He soon stopped going for the bananas. Another of the original chimps was replaced and as the replacement chimp approached the ladder he was attacked by all the chimps including the one who had never been hosed down. This continued until all the original chimps had been replaced. Even though none had ever been hosed down, none would approached the ladder and any chimp who did was attacked.
They now had a POLICY.
