Private party shipping to FFL

To a manufacturer, they may send you a label, but if you send it to a "private" gunsmith, they will not send a label, or at least none of the ones I have contacted will, so you have to go through an FFL. Before UPS and FedX changed their rules, a private owner could send i, but not anymore.

There still should not be any 4473/NICS involved even if the FFL that takes in the gun then ships it off to another FFL (Gunsmith 01 or 07FFL) that does the work. That Gunsmith FFL then returns it to the first FFL. Then the orig customer gets his/her gun back w/o haveing to do a 4473/NICS.

This is because there was no Transfer of Ownership involved.
It was for a Repair from the start.

Many FFL's take in Repair work with no intension of actually doing any such work.
They farm it out to other FFL/Gunsmiths. It gets shipped all over hells half acre and back again.
Sometimes the gunsmiths it gets shipped to, ships it to another 'smith and then they to another before it gets back to the original FFL that took it in.
This happens all the time in custom and specialty work.

Very few 'smiths do much general work anymore. They specialize and then very narrowly. So the gun gets bounced around to a bunch of different places depending on whats being done to it.
The customer doesn't often know it, They left it at Joe's Gun & Muffler Repair.
Or maybe Joe's is just shipping it for them to Monte's Gun Stock Service.
Either way. It's still just a Repair when it gets back to the customer no matter what kind of vacation trip it had.

The FFL that takes it in and then ships it out to another FFL/Gunsmith simply logs it out in that manner.
This transaction goes into the FFL's 'Repair Log Book' NOT into the Buy/Sell' transaction log book.
You are supposed to keep these log books separate.

There is no transfer of ownership. No intent to ever sell, give, lend, or otherwise transfer the the gun to another owner.

When the gun finally comes back home to the orig FFL that took in the piece , they can simply call the owner, have them pick it up.
At that point, the FFL makes a new entry in the Repair Log noting where the gun came from with a cross reference to the original entry # above.
That notes the orig customer who owns the gun & the whole story.
Then logs it back out to that orig customer once they pick it up.

If the owner brings in a gun that they have sold to another person and wants the FFL to ship it to the buyers choice of FFL in their location, that is different.
Once the firearm is turned over to the FFL, it is no longer the original owners gun.
It is logged in as 'Acquired from' in the Buy/Sell log book and 'Out to' the buyers FFL.
If the buyer refuses the gun and the gun is shipped back, the gun is once again logged in as from that buyers FFL and before the orig owner can get his/her 'orig gun' back,,a 4473/nics check must be satisfied.
A change in ownership occured as soon as the orig owner handed the gun over to their FFL for shipment to the buyers FFL.

4473/nics are also required if you leave a gun on consignment, the gun doesn't sell or for what ever reason you want to get it back off the rack. The orig owner must do a 4473/Nics to his/her 'orig gun' back.
Same with getting a pawned firearm back (Pawn Shop is an 02FFL).
The intent was to sell so the transfer of ownership was to the selling FFL .
They logged it in from the orig owner. To return it back they have to do a 4473/Nics.

For every Disposition in the Buy/Sell log book:
There has to be either a 4473/Nics on file or a valid at the time of transaction FFL from the buyer.
 
The shipper FFL in this scenario puts it in his books because he took possession of it. He also recorded it going to out of town gunsmith. He then logged it back into his books when returned. When you picked it up he once again logged that it went back to you. None of this implies transfer of ownership or requires a background check. It’s simply a matter of documenting where the gun is.
 
Possibly...but the factory shipping example is for a repair and return to the gun's owner, not a sale.

Why would UPS, FedEx care about the reason for the shipment? Or even know why it's being shipped? Other than to make life difficult for gun owners? (which I would not put past them)

I'm sure glad we live in the "Land of the Free".
