Buying a 45 acp off my cousin. Use to just go the the local police department to pick up a purchase permit . Now have to go to the records dept, which closes at 4 pm. Oh well... It is what it is, and that's all it is. That's my two cents.

Where do you live?

In Virginia, you would just pay your cousin and head off to the range to try out your new toy.
 
What State do you live in?In Mississippi go to the store pick out gun, fill out 4473, ( omit 4473 if for a private sale) pay money and take the gun home.

It shall not be a violation for any person over 18 to carry a concealed firearm within his home, place of business, or real property associated with his home or place of business, or within his motor vehicle.
 
Buying from a dealer?

If so, and if I'm not mistaken (IANAL), it would be a violation if you bought a firearm knowing that you are buying it for another person.

Copied from ATF 4473:

a. Are you the actual buyer of the firearm(s) listed on this form? Warning: You are not the actual buyer if you are acquiring the firearm(s) on behalf of another person. If you are not the actual buyer, the dealer cannot transfer the firearm(s) to you. (See Instructions for Question 11.a.) Exception: If you are picking up a repaired firearms(s) for another person, you are not required to answer 11.a. and may proceed to question 11.b.

You should also make sure you're not in violation with your state laws in buying for another person (dealer or private sale).

I'm so glad I don't have to deal with "permit to purchase" here in Oregon.

**** like this makes me glad I've only lived in gun friendly states in my life (PA, VA, CO)
 
Same in Wisconsin, one of the last two hold outs for concealed carry....

We can strap a 9" 44 magnum to our waist and walk around in public, but we can't put a .22 in our pocket.

And we can buy a AR15 with 10,000 rounds of ammo from a guy in an alley behind a pool hall, but at gander Mountain we need to fill out pages of paperwork and get a background check. :confused:
 
Sounds like NC to me. My father-in-law lived in a small town there and had to go to the local sheriff to get his purchase permit. He and the sheriff had served in WWII together. His old war buddy denied him a permit and told him he had enough guns already. He was so mad he couldn't talk.
 
Live in Mi. At least the two citys I've tried , you have to go to the records dept. to pick up a purchase permit . The city I live in and work in. Their hours are like 9 to 3 pm. or 2:30 pm. Maybe it's cut backs or a new way of doing things ? It would be buying off a private owner. That's my two cents.

It also has the necessary forms in pdf format. The one you're looking for is a 4-part form (RI-060) under Firearm Forms.
 
The city I live in is much easier. I send an email to the woman at Public Safety (police) and she leaves the permits at the dispatcher's window for me. I sign them and go get my gun(s). I've been told that some of the cities, like Detroit, Lansing and Grand Rapids, things are more complicated. Grosse Pointe is as close to Detroit as I ever want to be!

If what you're saying is correct, it means that you already know the serial number(s) of the gun(s) that you are going to purchased.

AND, I'm also wondering how you get the SELLER's signature on the (SELLER copy) form BEFORE s/he sells you a gun. What am I missing here?

You obviously haven't bought many guns in Michigan. As I said, I get the purchase permit left for me at the Police Dispatcher's window. It's all filled out with name right down to ORI and it's notarized. I sign it there, when I pick it up. I take it to the dealer. He fills in the gun info and I fill out the papers. He keeps his copy, I get my copy, and I return the two copies to Public Safety. What's all the B.S. about having to already know the gun or already having the seller's signature? That information is filled out by the FFL when you pick up the gun.

What am I missing here?

Hmm, it just seemed like you were making an "extra" trip to the local PD. When/if I purchase firearm, I make only one (1) trip to local PD, and that's to drop off the filled out form.
