Buying a 45 acp off my cousin. Use to just go the the local police department to pick up a purchase permit . Now have to go to the records dept, which closes at 4 pm. Oh well... It is what it is, and that's all it is. That's my two cents.

You should also make sure you're not in violation with your state laws in buying for another person (dealer or private sale).
I'm so glad I don't have to deal with "permit to purchase" here in Oregon.

Live in Mi. At least the two citys I've tried , you have to go to the records dept. to pick up a purchase permit . The city I live in and work in. Their hours are like 9 to 3 pm. or 2:30 pm. Maybe it's cut backs or a new way of doing things ? It would be buying off a private owner. That's my two cents.
The city I live in is much easier. I send an email to the woman at Public Safety (police) and she leaves the permits at the dispatcher's window for me. I sign them and go get my gun(s). I've been told that some of the cities, like Detroit, Lansing and Grand Rapids, things are more complicated. Grosse Pointe is as close to Detroit as I ever want to be!

You obviously haven't bought many guns in Michigan. As I said, I get the purchase permit left for me at the Police Dispatcher's window. It's all filled out with name right down to ORI and it's notarized. I sign it there, when I pick it up. I take it to the dealer. He fills in the gun info and I fill out the papers. He keeps his copy, I get my copy, and I return the two copies to Public Safety. What's all the B.S. about having to already know the gun or already having the seller's signature? That information is filled out by the FFL when you pick up the gun.
