I know this is a Smith forum but can someone tell me the difference between a Python Elite and a regular Python

Better yet, you might want to try the Colt forum. They have a section dedicated to Pythons only and people who specialize in collecting and shooting them who can answer any question that you might come up with.
 
The Elites were the latter day built Pythons mid (1990's) which were built by the Colt Custom Shop only. They came with different style grips, in Stainless Steel only (slightly polished) Rollmarked "Elite" in the Blue plastic clam shell Colt box properly labeled. Other than that no difference internally. This does not apply to the new 2020 Python release.

They were built well into the 2000's and they were also available in Royal Blue carbon steel.

They weren't all stainless.

From a quality and fitting standpoint, the older Pythons from the 50's, 60's and 70's were much better, from my expereince.
