I have a S&W M&P 15-22 and happen to have and Nordic Components dedicated .22LR upper reciever that what donated to me due to a debt and was wondering if I can swap the uppers barrels etc ?

I seriously doubt you can fit any other upper to a 15-22 lower, no matter what the caliber.

No. You can't fit an AR receiver (regardless of caliber) on the 15-22 lower. It's not a standard AR lower and is a bit wider.
