I have found a S&W Model 18 at a decent price, but there is some surface rust with some pitting. Mostly it is on the front of the grip and the barrel. Not worried about ruining the value as I'd want it as a shooter. What I do want is a good job done.

Who would you recommend to send it to to be stripped & reblued?

Also what is your opinion in aftermarket finished like Rogard?

The S&W factory still does one of the best bluing finishes. Cost is comparable to what you can find commercially.

Aftermarket finishes like industrial hard chromium, electroless nickel, and black chromium give extremely tough and durable wear resistance, much better than bluing or regular nickle plating.

If you live near an industrial center, there should be several plating shops available. However, it is still best to have a gun specialty shop do the polishing and prepration for the plated finish.
