In NYS , most Countys and Metro areas have separate Pawn regulations that set a waiting period that the shop must abide by before setting the pawned object out.
Some are 14 days, some shorter.
During that time the shop is usually required to either email or otherwise send/provide the ser# and other ID info of the objects collected to their local or County L/E.
This is usually required on a daily basis but can also vary.
This gives the L/E a chance to check items in NCIC and other reportings of thefts for stolen articles.
Most anything w/a ser# can be entered into NCIC.
It's up to the Pawn shop wether they want to grant the loan on the item before the L/E check comes back to them or not.
If the Pawn shop is dealing in firearms, they have to have an 02FFL (Pawn Dealer).
Primarily the same as an 01 Dealer FFL, Buy & Sell, do third party transfers, ect.
But it does make note of the fact that guns are being taken in as cash/loan collateral.
If dealing in Handguns in NYS, you also need a NYS Dealers Lic (renewable every 3yrs)
Guns taken in as 'Pawn' and then the orig owner that pawned it want's to retrieve later (fullfilling the loan payback) must make out a 4473/NICS to get the gun back.
Same idea as a person placing a gun on consignment and then wanting it back from the dealer/shop,,4473/NICS needed to retrieve.
A stolen/recovered firearm can be returned to the orig owner in hardly no time at all. Or it can be tied up for yrs sometimes if there is an open court case.
It all depends on the circumstances around the recovery, and if any thing has changed in the orig owners life that may delay or possibly deny returning the gun.
