There is an M stamped for the recall

Also have a 1X683 and an A12.

Was it a service revolver?

It looks to be an early 1987 gun. The only ways to tell if it was a law enforcement issued gun would be a personally verifiable history (i.e., you bought it from the person who carried it), or a letter of authenticity. Unless you suspect it was by history, stampings, etc., the chances the letter will document this kind of usage are not high.
