Shipping powder and primers privately?

Is there anyway that one private party can ship powder and primers to another? I understand that its hazardous material and must go ground only, requires a special label ,& special fee.
I have only received it via UPS, but haven't the slightest idea what hurdles a person would have to go over to ship a few hundred primers.
I have found a guy that would part few a few to help a desperate guy out but he hasn't the foggiest if the whole idea is workable.
Does anyone know what would legally be required to get labels, etc and make the Feds and UPS happy?

You must be UPS haz mat certified and some tell me you will also need a contract with UPS before they would accept powder or primers for shipment. You would also need to accept full liability for any mishaps that might happen. I think the UPS certification course runs $200.00.

I believe, but I'm not sure, that it would be a criminal offense to attempt to ship either without the proper paperwork.
 
Thanks guys, it seems from your answers and what FedEx had to say that there is simply no way for anyone to ship a few primers or a couple of pounds of powder without going through training and that would significantly add to the cost of an already expensive transfer.
I would be better of paying the exorbitant prices asked at the gun shows.
