Cardboard. Nuclear orange or green, or safety yellow spray paint. Regular spray, not upside down paint.
Let it dry.

Cover with a light coat of upside down paint; if you can find a spray chalk, it is better. I have never found black USD paint, so I tend to use blue.
When you hit it, the weak sauce spray chalk dusts off much more than the base paint. I tend to like a strong base color which will contrast the top cover color.
Black base, white chalk works pretty well.
 
Upside down paint? Like traffic paint? Isn't that pretty tough. Why that kind?

Where does one find chalk paint? I have seen chalk board paint, is that the same?

I tried making my own years ago. Not this method, Mine did not work well. I think I posted a question here also.

Yeah, USD paint is in general not that tough; not as tough as the regular spray enamels. The USD spray chalk is at lumber stores often. It comes off pretty easily.

Another trick is to spray the first color on the board, let it dry.... then WAX the paint with automotive wax. Spray over that lightly. The wax makes a barrier, and the paint hardly sticks at all. Different waxes result in different results, some paints just glob up and won't lay down proper over some waxes.
 
Thanks for all the ideas, I'm going to get one of these templates and try it out. I like the target circles and cross hairs on the targets instead of a blank black target.
 
I purchased the target template kit from Visibility Targets LLC | ProveIt Target Template. I tried it and made a couple of targets using the kit. Now I just need to get to get to the range to try them. It was pretty quick and easy to use.
