Another piece to consider, if victims don't have confidence that their crime will be addressed they will not report.
I want to say there is a seperate database that tracks victimization.

As I understand it, in 2021 the FBI instituted a new system for reporting crimes and this new system makes it so difficult to report crimes that many crimes simply do not get reported. Makes the crime stats look good, but the stats no longer reflect reality.

From an original idea implemented in the UK starting in the late 80s. You may guess how I know.

Isn’t it strange that the same people who want to manipulate the raw data are the same people who want to control what is labelled as “disinformation”?
