It's not hard and even easier if you pull the hammer back first.
 
Not difficult at all, my wife has one and has no problems. I don't have any issues field stripping it either...
 
From what I've heard and seen, they appear to be very easy to rack, which they ought to be considering that they are 9mm locked breach pistols.

That being said, I would recommend walking into your local gunshop and testing it out for yourself or whomever you're buying it for. If it's too heavy, the SIG P238 is a slightly smaller version of the same gun in .380 ACP which ought to be even easier to work the slide on.

If all else fails, look into one of the many firearms which are marketed with "easy-to-rack" as a feature like the S&W EZ9, SCCY CPX-2, Walther CCP, Remington R51, (supposedly the new R51s are reliable) etc.
 
Not that difficult. If you have arthritic hands, the 238 is much easier.
Both are accurate shooters. 238 I can pocket carry, 938 just a bit 2 large for pocket.
 
I have both (P238 and P938). The P938 is easy to rack. The P238 is easier. I have no difficulty field stripping either. The P938 is my EDC in a Desantis Nemesis pocket holster. It conceals nicely in my pocket. The Nemesis holster does a great job keeping the pistol from printing. You might want to also consider the Sig P365. It's about the same size, pretty easy to rack, and holds 3 more rounds (10 rd. vs 7 rd. mag). It's also a 9 mm.

I'd say as easy to rack as any other similar entry in 9mm, but that's easy enough to validate at a LGS. As far as field stripping, once your wrestle with getting the spring back in a couple of times it's not a big deal. I like mine; very accurate little shooter. Full disclosure; I'm a 1911 guy so it's a good carry choice for me.

With the gun cocked, even my severely arthritic fingers need only a thumb and forefinger to rack either one. It's considerably more difficult with the hammer down, but I can do it.
One of the seldom mentioned and nicer features of both the P238 and P938 is that you can rack the slide with the safety on, which I think is a super good safety feature for unloading the pistol.
I'm usually a little, no, hyper cautious when getting a chambered round out on most 1911 style pistols. That cocked hammer and safety off gives me the willies.
Beyond that, I love them both - reliable with every thing I've fed them, accurate with really bright night sights, and comfortable to shoot even with Buffalo Bore's hot loads.

It carries concealed very comfortably. My only complaint is trigger bite on my large finger after firing a couple magazines. It is a favorite carry piece though.
