Sight heights

The problem I am having is that with my target loads my 686-3 shoots high. My load is 3.5 g of WST with a 158 g bullet. I can not adjust the rear sight down far enough. I assume the reason is that the gun/sights were set up to shoot 125 g. Full loads.(that would impact lower than target loads)
My question is how does S&W regulate their sights? I know this would vary from model to model and the caliber. My 686 does not have a pinned front sight which limits my options.
Lowering the rear sight blade takes away the height of the notch,which I think is too shallow to start with. Are there any options I am overlooking, besides milling the sight away and going with a taller pinned sight?
Also I don't care for the red ramp up front.
 
Change out the sight blade for the next shorter one
